A record might move through drafting, review and release. A transition specifies who can move it onward and which actions run. Joomla workflow plugins can connect transitions with changes to publication state.
Required configuration
Check workflow activation, category assignment, stages, transitions and permissions. A stage named Published does not by itself prove that a Joomla article is publicly visible: state, dates, language and access still matter.
